Philosophy

Service level management is the nervous system of an outsourcing relationship. Without it, neither party knows whether the engagement is working. With poorly designed SLAs, both parties know the engagement is not working but disagree about why. With well-designed SLAs, both parties share a common understanding of performance, have aligned incentives, and can focus their energy on improvement rather than argument.

The cardinal mistake in service level management is measuring what is easy instead of what matters. Response time is easy to measure but tells you nothing about whether the issue was actually resolved. Availability is easy to measure but tells you nothing about the user experience during "available" time. The best SLA frameworks measure outcomes that the business cares about, are simple enough to be understood by non-technical stakeholders, and create incentives that drive the right behavior from the service provider.

SLA Design Principles

SLA DESIGN PRINCIPLES

1. MEASURE OUTCOMES, NOT ACTIVITIES
   BAD:  "Process 500 invoices per day"
   GOOD: "Invoice processing cycle time < 3 business days, accuracy > 99.5%"
   WHY:  Activity metrics incentivize throughput at the expense of quality.
         Outcome metrics align with what the client actually cares about.

2. KEEP IT SIMPLE
   BAD:  42 SLAs across 6 service towers
   GOOD: 8-12 SLAs that cover the critical dimensions of each service
   WHY:  Too many SLAs dilute focus. Neither party can meaningfully track
         or act on 42 metrics. The critical few beats the trivial many.

3. MAKE IT MEASURABLE WITHOUT ARGUMENT
   BAD:  "Service provider will deliver high-quality support"
   GOOD: "Quality audit score > 90% based on monthly random sample of 5%"
   WHY:  Subjective SLAs create disputes. Objective, data-driven SLAs
         create clarity.

4. INCLUDE RAMP-UP PERIODS
   BAD:  Full SLAs effective from Day 1 of the contract
   GOOD: Reduced targets for first 3-6 months, full targets thereafter
   WHY:  Transition creates instability. Penalizing the provider for
         transition-period performance creates adversarial dynamics.

5. BALANCE RISK AND REWARD
   BAD:  Only penalties, no earn-back or incentives
   GOOD: Service credits for underperformance, gain-share for
         outperformance
   WHY:  Penalty-only models incentivize the provider to game metrics
         rather than genuinely improve.

6. BUILD IN EVOLUTION
   BAD:  Static SLAs for a 5-year contract
   GOOD: Annual SLA review and adjustment mechanism
   WHY:  Business needs change, technology improves, and initial SLA

Service Credit Principles

  • Credits must sting but not cripple. If credits are too small, they do not motivate behavior change. If they are too large, the provider will either refuse to sign or cut corners on delivery to preserve margin.
  • Never credit more than the provider earns. Total at-risk percentage should not exceed the provider's profit margin on the engagement, or you create perverse incentives.
  • Credits are remedies, not revenue. The client should prefer SLA compliance over credits. If the client is happy collecting credits rather than demanding performance improvement, the governance model is broken.
  • Chronic underperformance triggers broader remedies. If the same SLA misses for 3+ consecutive months, the contract should trigger a formal remediation plan, not just more credits.

- Budget for the engagement is challenged without engagement understanding
- If sponsorship is weak, the engagement will eventually fail regardless
  of operational performance

What NOT To Do

  • Do not create SLAs you cannot measure. If the measurement requires manual data collection, spreadsheet manipulation, and subjective judgment, it will be disputed every month. Automate measurement from systems of record or do not make it an SLA.
  • Do not negotiate SLAs in isolation from pricing. SLA targets and pricing are two sides of the same coin. Demanding higher SLAs without adjusting pricing will either result in the provider cutting corners or embedding hidden margin to cover the risk.
  • Do not use SLAs as weapons. Service credits exist to incentivize performance, not to fund the client's budget shortfall. If the client celebrates collecting service credits, the governance model has failed. The goal is performance, not penalties.
  • Do not skip the ramp-up period. Holding the provider to full SLAs during the transition period is unfair and counterproductive. It forces the provider to focus on short-term metric compliance instead of building a sustainable operation.
  • Do not let governance meetings become status readings. If governance meetings consist of reading numbers from a report, they are wasting everyone's time. Reports should be distributed before the meeting. Meeting time should be spent on decisions, actions, and problem-solving.
  • Do not ignore the relationship. The best SLA framework in the world cannot compensate for a toxic relationship. Invest time in building trust, resolving conflicts constructively, and celebrating successes together. Relationships are maintained by people, not contracts.
  • Do not benchmark without context. A benchmarking report that says "you are paying 15% above market" without accounting for scope differences, quality differences, and transition costs is misleading. Ensure benchmarking compares like-for-like.
  • Do not set and forget SLAs. SLAs designed at contract signing become stale as the business changes, technology evolves, and the engagement matures. Review and recalibrate annually. What was ambitious in Year 1 should be baseline in Year 3.
  • Do not create asymmetric governance. If the client has 10 people in governance meetings and the provider has 2, the dynamic is interrogation, not partnership. Balance participation and preparation expectations.
