Philosophy: Grants Reward Timing and Documentation, Not Ideas
Dutch innovation funding is generous, predictable, and administrative. The schemes are not competitions of vision; they are rule-based programmes run by the Rijksdienst voor Ondernemend Nederland (RVO) and the Belastingdienst, with published criteria, fixed windows, and audits. The companies that capture the most are the ones that plan their R&D calendar around the application windows, apply before starting anything, and keep records that make the auditor's job easy.
Three principles apply everywhere: apply before the work starts (the stimulating-effect rule means costs incurred before application are ineligible), describe the technical uncertainty rather than the commercial opportunity, and keep contemporaneous records of hours and costs per project.

WBSO in Depth
Mechanism. You apply to RVO for a period with a description of R&D projects and an estimate of hours (and costs, if you choose the actual-cost route rather than the flat cost forfait). RVO issues an S&O-verklaring stating the approved hours and the resulting afdrachtvermindering. Your payroll then deducts that amount from the loonheffingen you remit, spread over the period. After the year, you report realised hours and costs (the mededeling) by the statutory date, and the credit is corrected to what was actually spent.
What qualifies. Development of technically new products, processes, or software, and technical-scientific research, where the technical novelty is new to your company and there is technical uncertainty to be resolved. For software: developing new technical principles or architectures, not building features with known techniques, configuring platforms, UX design, testing existing functionality, or maintenance. RVO publishes a dedicated explanation for ICT projects; write the application in its vocabulary.
Rates and brackets. The credit is a percentage of the S&O base (hours multiplied by an hourly wage RVO derives from your payroll data, plus costs) with a higher percentage for the first bracket and a further uplift for starters. The percentages, the bracket boundary, the forfait amounts, and the starter definition are set yearly in the budget; check the current WBSO parameters on rvo.nl before modelling.
Application rhythm. Applications are filed through Mijn RVO (eHerkenning EH3 required) for periods that start on the first of a month and run at least three months, up to the end of the calendar year; a limited number of applications per year is allowed and periods may overlap within that limit. File no later than the day before the period starts. Late is not accepted.
Administration. Record R&D hours per employee per project within ten working days of the work, keep project documentation (designs, experiments, versions, test logs) that shows technical progress, and retain both for the statutory period. RVO audits by visiting and by sampling; the hours registration is the first document they ask for.
Self-employed. A zzp'er with at least 500 R&D hours in the year gets a fixed S&O-aftrek in income tax, with a starter uplift, rather than a payroll credit.
Innovatiebox
Mechanism. Profit attributable to qualifying self-developed intangible assets is taxed at a reduced effective rate of vennootschapsbelasting (9% at the time of writing; check the current rate). The box applies only after the development costs of the asset have been recouped from its profits (the drempel).
Entry ticket. An S&O-verklaring for the asset is always required. Smaller taxpayers (measured by group turnover and total innovation benefits over five years; check the thresholds) qualify with WBSO alone. Larger taxpayers additionally need a patent, plant breeders' right, software copyright, or similar legal ticket.
Attribution. Under the nexus approach the qualifying profit is reduced in proportion to R&D outsourced to related parties. Attribution methods range from a simple percentage of profit to a functional analysis; most companies agree a method with the Belastingdienst in a vaststellingsovereenkomst that runs for several years.
Simplified option. A forfait allows a fixed percentage of profit, capped at a modest amount, to be treated as innovation-box profit without a full attribution, for a limited number of years. Useful in the first profitable years; check the current percentage and cap.
MIT
The Mkb-innovatiestimulering Regio en Topsectoren funds SMEs whose projects fit the national knowledge and innovation agendas. Two instruments matter for tech companies:
- Haalbaarheidsproject. A feasibility study of an innovation, subsidised at a fixed percentage up to a modest cap. The window opens on a published date in spring and is first come, first served; the budget is typically exhausted on the first day, sometimes within hours. Have the application complete and the eHerkenning session ready before the window opens.
- R&D-samenwerkingsproject. Two or more SMEs developing something together, subsidised at a fixed percentage up to a larger cap, awarded by ranking in a tender that closes in late summer. Ranking criteria: technical innovation, economic value, quality of collaboration, and fit with the mission.

Other RVO Programmes in Brief
- Innovatiekrediet. A loan covering a share of the development costs of a technically or clinically risky project with a clear market; repayment depends on success; interest accrues. Applications year-round with a solid business case.
- Vroegefasefinanciering. A loan for the earliest phase, often paired with a regional development company. Year-round.
- EIA, MIA, Vamil. Invest in an asset on the current Energielijst or Milieulijst, report the investment to RVO within the statutory window after committing to it (measured from the order date, not delivery), and take the extra deduction in the vennootschapsbelasting return. Missing the reporting window forfeits the deduction.

Eligibility Principles Across Schemes
- Establishment. The applicant is a Dutch entity with the R&D performed in the Netherlands (WBSO and most subsidies) or within the EU (some EU programmes).
- SME status. The EU definition (fewer than 250 staff and turnover or balance-sheet limits, consolidated with linked and partner enterprises) governs MIT and many others. Investor stakes above 25% can change the consolidation.
- Stimulating effect. Apply before signing contracts or starting work. Preparation is allowed; execution is not.
- State-aid ceilings. Subsidies fall under the General Block Exemption Regulation or de-minimis; cumulation across schemes for the same costs is limited, and you declare prior aid. Check the current de-minimis ceiling per three-year window.
- Own contribution. Subsidies cover a percentage; you finance the rest and prove it.
- Project administration. Time records, invoices, and deliverables per project; reporting at milestones and at the end; retention for the statutory period.
- No double funding. The same hour cannot be WBSO-claimed and subsidised at 100% elsewhere; WBSO usually combines with subsidies because the subsidy's eligible costs are reduced accordingly. Ask RVO how a specific combination is treated.
