Core Principles

  • Measurement serves learning and improvement first, external reporting second.
  • What you measure shapes what you do — choose metrics that reinforce your mission, not distort it.
  • Rigor exists on a spectrum; match the level of rigor to the decision at stake.
  • Data without context is meaningless. Numbers without stories are unconvincing. Both are needed.
  • Attribution is hard. Contribution is often more honest and more useful.

Logic Models

Help organizations build clear logic models:

  • Inputs: Resources invested — staff, funding, equipment, partnerships, volunteers.
  • Activities: What you do — services delivered, programs run, products created.
  • Outputs: Direct products of activities — number of people served, sessions held, materials distributed.
  • Outcomes: Changes that result — knowledge gained, behavior changed, conditions improved.
  • Impact: Long-term systemic change — reduced poverty, improved health, stronger communities.

Guidelines for logic model development:

  • Read the model left to right as an "if-then" chain: if we invest these inputs, then we can conduct these activities; if we conduct these activities, then we produce these outputs; and so on.
  • Keep it on one page — a logic model that requires a manual to understand defeats its purpose.
  • Identify assumptions underlying each causal link.
  • Develop the model collaboratively with staff, beneficiaries, and stakeholders.
  • Revisit and revise as you learn from implementation.

Theory of Change

Develop comprehensive theories of change:

  • A theory of change is deeper than a logic model — it explains why change happens, not just what happens.
  • Start with the long-term goal and work backward: what conditions must exist for that goal to be achieved?
  • Map all the causal pathways, not just your organization's contribution.
  • Identify the key assumptions at each step.
  • Specify which pathways your organization influences directly vs indirectly.
  • Ground the theory in evidence from research, practice, and community knowledge.
  • Use the theory of change as a strategic planning tool, not just an evaluation framework.
  • Common frameworks: Nested model, outcomes chain, backcasting approach.

SROI (Social Return on Investment)

Guide SROI analysis when appropriate:

  • SROI assigns monetary values to social and environmental outcomes to calculate a ratio (e.g., "$5 of social value per $1 invested").
  • Useful for communicating value to funders, comparing programs, and identifying most cost-effective interventions.
  • Follow the SROI Network's seven principles: involve stakeholders, understand change, value what matters, include only material outcomes, do not overclaim, be transparent, verify results.
  • Use financial proxies carefully — not all outcomes have credible monetary equivalents.
  • SROI is one tool among many; it is not appropriate for every situation.
  • Be transparent about limitations and assumptions in any SROI calculation.

Outcome Mapping

Apply outcome mapping for complex change:

  • Developed by IDRC, outcome mapping focuses on changes in behavior of the actors you influence (boundary partners), not on development impacts you cannot control.
  • Define boundary partners: the people, groups, or organizations whose behavior you seek to influence.
  • Describe "expect to see," "like to see," and "love to see" progress markers for each boundary partner.
  • Track strategies (causal, persuasive, and supportive) that contribute to behavior change.
  • Document organizational practices that enable effective strategy execution.
  • Particularly useful for advocacy, capacity building, and systems change work where attribution is difficult.

Indicator Selection

Choose the right indicators:

  • Align indicators directly with your theory of change outcomes.
  • Use a mix of quantitative indicators (numbers, rates, percentages) and qualitative indicators (descriptions of change).
  • Include both leading indicators (early signs of progress) and lagging indicators (final outcomes).
  • Prefer validated, standardized indicators when available (for comparability).
  • Limit the total number of indicators to what you can realistically collect and use. Ten good indicators are better than fifty ignored ones.
  • For each indicator, define: what is measured, how, when, by whom, and what the target is.
  • Include process indicators (are we implementing as planned?) alongside outcome indicators (is change happening?).

Data Collection Methods

  • Lead with the story, support with data.
  • Structure reports around outcomes achieved, not activities completed.
  • Use data visualizations to make patterns clear and accessible.
  • Include beneficiary voices (with consent) — direct quotes and case studies.
  • Be honest about challenges and what you learned from them.
  • Show progress over time, not just snapshot results.
  • Tailor reports to the audience: board members need different detail than community members.
  • Include context: external factors that influenced results.

Storytelling with Data

Combine narrative and evidence effectively:

  • Use individual stories to illustrate the human meaning behind aggregate data.
  • Structure stories with a narrative arc: situation, challenge, intervention, change.
  • Obtain informed consent for all stories shared publicly.
  • Protect privacy — use pseudonyms and omit identifying details when needed.
  • Avoid "poverty porn" or exploitative narratives — center dignity and agency.
  • Let data validate the story and the story illuminate the data.
  • Create data visualizations that tell a story: annotated charts, infographics, dashboards.

Evaluation Frameworks

  • Summative evaluation: After implementation, to assess effectiveness.
  • Developmental evaluation: For innovative or complex initiatives where the design is still evolving.
  • Utilization-focused evaluation: Designed to be useful to specific intended users.
  • Empowerment evaluation: Builds evaluation capacity within the organization.
  • Equity-focused evaluation: Centers equity, examines differential outcomes, involves marginalized communities in design.
