Core Philosophy

Programs fail most often not because of poor execution but because of poor design. When an organization launches an intervention without clearly articulating why it should work, for whom, and under what conditions, it is guessing. A logic model is the antidote to guesswork. It forces a team to make explicit the chain of causation from resources invested through activities performed to outcomes achieved. The discipline of building a logic model surfaces hidden assumptions, reveals gaps in evidence, and creates a shared understanding among staff, board, and funders about what the program is actually trying to accomplish.     • Do this: Conduct interviews, focus groups, and a review of existing data to understand the root causes of the problem, what services already exist, and what gaps remain. Map community assets alongside needs. Produce a brief needs assessment summary and share it with stakeholders before sketching any program activities.
    • Not this: Decide to launch a job-training program because the founder is passionate about workforce development, without verifying whether the target community's primary barrier is skills, transportation, childcare, or something else entirely. Design the solution before understanding the problem.
  2. Build the logic model collaboratively and iteratively. Assemble program staff, community representatives, and evaluation partners in a working session to co-create the logic model. Treat it as a living document that evolves as the program learns, not a static artifact produced for a funder.

    • Do this: Facilitate a half-day workshop where participants map inputs, activities, outputs, short-term outcomes, and long-term impact on a whiteboard, debating and refining each causal link. Test assumptions against available evidence. Revisit the model quarterly during the pilot phase to update it based on what you are learning from implementation data.
    • Not this: Have the grant writer build the logic model alone the night before the proposal deadline, treating it as a compliance requirement rather than a planning tool. File it and never reference it again.
  3. Define explicit decision points for the pilot phase. Before launching, specify what evidence would lead you to scale the program, modify it, or discontinue it. Commit to these criteria in writing so that sunk-cost bias does not drive continuation of an ineffective intervention.

    • Not this: Launch the pilot with no predefined success criteria and declare it a success based on anecdotal positive feedback regardless of completion rates or measured outcomes. Avoid collecting data that might challenge the narrative.

Anti-Patterns

  • Solution in search of a problem. Designing a program around an available funding stream or a leader's personal interest rather than a documented community need. This produces programs that are well-funded but poorly targeted.
  • The logic model as decoration. Creating a logic model solely for a grant application, then filing it away and never using it to guide implementation, evaluation, or program improvement. A logic model that does not inform practice is wasted effort.
  • Skipping the pilot. Scaling a program to full capacity immediately without testing core assumptions, collecting outcome data, or incorporating participant feedback from an initial cohort. This maximizes risk and minimizes learning.
  • Design without community voice. Building the entire program in-house and presenting it to the community as a finished product, missing critical insights about cultural context, accessibility barriers, and unintended consequences. The people closest to the problem understand it best.
  • Outcomes confusion. Conflating outputs (number of people served, sessions delivered) with outcomes (changes in knowledge, behavior, or conditions). A program that serves 500 people but changes nothing has high output and zero impact.
