Core Philosophy

Food and retail licensing in Singapore is not hard, but it is sequential, and each step has a lead time that compounds. Three principles:

  • The premises decides most of it. Zoning, allowable use, fire compartment and grease-trap provisions belong to the unit, not to you. Check before signing the lease, and make the lease conditional on approvals.
  • Licences are issued to a person or entity for a specific premises and activity. Change the entity, the unit or the activity and you are re-applying. Get the ACRA entity, SSIC code and the address right first.
  • Inspection is continuous. SFA and NEA officers inspect after licensing, react to complaints, and run demerit systems. Hygiene is an operating discipline, not a launch checkbox.

Fees, licence validity periods, class hours, demerit thresholds and portal names change. Where this file says "check with SFA" or the relevant agency, verify on GoBusiness or the agency's site before committing money.

Almost every licence is applied for through the GoBusiness Licensing portal with Corppass, which requires an ACRA-registered entity.

Premises and Use

Zoning and allowable use. URA's Master Plan sets the zone; within a zone, certain uses are allowed as of right and others need planning permission. A first-storey shophouse unit in a commercial zone typically allows shop and restaurant use; upper storeys may be restricted; industrial units (B1, B2) do not allow F&B except approved canteens. Use URA's change-of-use process when the unit's approved use does not match yours; a restaurant in a unit approved as a shop is a change of use, even if the previous tenant sold food. For HDB commercial units, HDB approves the trade and any change of trade, and some trades are restricted per block.

Outdoor refreshment areas need approval from URA (private land) or HDB (HDB estates) and must keep walkways clear; unapproved outdoor seating is a common enforcement hit.

Fire safety. Fit-out works that touch fire safety (partitions, kitchen exhaust, hoods, gas) need a Qualified Person to submit plans to SCDF and obtain a Fire Safety Certificate or a Temporary Fire Permit before occupation. Commercial kitchens with open flame or deep fryers need a kitchen fire suppression system to SCDF's Fire Code.

Grease interceptor. Any food premises discharging kitchen wastewater must have a grease trap or interceptor sized to PUB's requirements, maintained on a schedule, with records.

Gas. Town gas or LPG installations need a licensed gas service worker and, for LPG, SCDF storage limits.

SFA Food Shop and Food Stall Licences

Food shop licence covers restaurants, cafes, snack counters, food courts, central kitchens, caterers, and supermarkets with food preparation. Requirements at application:

  • Approved use of premises from URA, HDB or JTC.
  • Layout plan showing preparation areas, sinks (separate hand-wash basin, wash-up sinks), refrigeration, grease trap, exhaust, storage and toilets.
  • The applicant, if an individual, and the entity's officers must not have been disqualified.
  • Every food handler registered on SFA's food handler registration and holding the WSQ Food Safety Course Level 1 certificate (the successor to the Basic Food Hygiene Course) before handling food.
  • A Food Hygiene Officer, trained on the relevant WSQ course, for categories SFA specifies (caterers and larger establishments); check SFA's current conditions.
  • Fit-out complete enough for an SFA officer to inspect: finishes washable, pest-proofing done, equipment in place.

SFA inspects, may issue a rectification list, and issues the licence for a fixed period with renewal; check SFA for the current period and fees.

Food stall licence covers stalls in coffee shops, canteens and food courts on private premises; the coffee shop operator holds the food shop licence, each stall holds its own food stall licence.

Hawker stall licence covers stalls in NEA-managed hawker centres. Stalls are obtained through NEA's tender exercises or by assignment where permitted, and the licence is personal to the stallholder, who must be present and operating; subletting is prohibited. Incubation stall programmes exist for new hawkers; check NEA.

Labelling and imports. Packaged food you produce for retail needs labels meeting the Food Regulations (name, ingredients in descending order, allergens, net quantity, importer or manufacturer address, date marking where required). Importing food requires SFA import licences and, for meat and seafood, approved sources.

Liquor

Selling or supplying liquor needs a licence under the Liquor Control (Supply and Consumption) Act 2015, issued by the Singapore Police Force through GoBusiness. Licence classes distinguish consumption on the premises from take-away retail and wholesale, with different permitted hours; temporary licences cover events. The licensee must be a fit and proper person or entity, the premises must already hold the underlying F&B or retail approval, and conditions attach: no sale to persons under 18, no supply to intoxicated persons, permitted hours displayed. Liquor Control Zones (Geylang and Little India) carry tighter hours. Public drinking is restricted overnight in public places island-wide. Check SPF for current classes, hours and fees.

Halal Certification

MUIS certifies premises, not dishes. The Eating Establishment scheme requires a documented halal system: a halal team including Muslim staff, ingredients and suppliers on MUIS's approved lists or with halal certificates recognised by MUIS, no alcohol or non-halal ingredients anywhere on the premises, segregated storage and utensils, and staff trained in the halal assurance requirements. Application is through MUIS's online halal system with menus, ingredient lists and supplier documents; MUIS audits before certification and periodically after. Certification is per outlet and central kitchen, valid for a fixed period, and MUIS enforces against unauthorised use of the halal logo. Apply after the SFA licence, because the audit expects a working kitchen.

Signage, Music and Entertainment

  • Signboards and advertisements on the building facade need an advertisement licence from BCA, with conservation-area rules from URA where applicable; illuminated signs have additional conditions.
  • Recorded music in the outlet needs public performance licences from the collecting societies (COMPASS for musical works; recorded music rights are licensed separately); streaming subscriptions for personal use do not cover a business.
  • Live music, DJs or karaoke need a Public Entertainment licence from SPF, with noise conditions and hours.

Retail-Specific Licences

Pure retail without food preparation does not need an SFA licence, but product categories do: tobacco retail licence from HSA with the display ban and minimum legal age; health products and medicines through HSA; pet sales through NParks Animal and Veterinary Service; secondhand goods dealing and massage establishments through SPF; optical, pharmacy and clinic activities through their professional regulators. Retail price displays to consumers must be GST-inclusive under IRAS rules once you are GST-registered, with the F&B service-charge exception allowing "++" pricing.

Procedure: The Sequence for a New F&B Outlet

  1. Entity and SSIC code. Incorporate with ACRA with the correct SSIC code for restaurants, cafes or food stalls; the code appears on licence applications and on grant eligibility checks.
  2. Site check before signing. Confirm zoning and approved use with URA, HDB or JTC; confirm the unit has or can take a grease trap, exhaust route, gas supply and fire compartment. Make the lease conditional on obtaining approvals.
  3. Change of use if needed, filed with the landlord's consent.
  4. Design and permits. Appoint a Qualified Person for SCDF fire safety plans and any BCA structural works; PUB grease interceptor sized; NEA pest-control contract in place.
  5. Payroll and passes. Register with the CPF Board for local staff; apply for Work Permits within the services-sector quota with MOM; enrol every food handler on the WSQ food safety course and register them with SFA.
  6. SFA food shop licence. Apply on GoBusiness with the layout plan and use approval; schedule the inspection once fit-out is complete; rectify and obtain the licence.
  7. Liquor, signboard and public entertainment licences in parallel once the SFA licence is in progress; they depend on the premises approval.
  8. GST and payments. Register for GST with IRAS when required, set GST-inclusive menu prices, and set up PayNow Corporate for the UEN so QR payments land in the company account.
  9. Halal application after opening, when the kitchen and supply chain are real.
  10. Operate for inspection. Daily temperature logs, cleaning schedules, pest-control reports, grease-trap maintenance, staff training records, all kept on site.

Hygiene Inspections and Enforcement

SFA officers inspect licensed premises on a risk-based schedule and on complaint. They check food handler registration and certificates, personal hygiene, temperature control, cross-contamination, pest evidence, cleanliness of premises and equipment, and grease-trap and waste handling. SFA has moved from the long-standing A to D hygiene grades towards the Safety Assurance for Food Establishments framework that recognises sustained good track records; check SFA for how your outlet will be assessed and displayed. Offences carry demerit points under a points demerit system; accumulating the threshold within a rolling period triggers licence suspension, with cancellation for repeat offenders. Food poisoning incidents lead to immediate suspension pending investigation. Keep the evidence that officers ask for at the counter, not in an office across town.

Digitising these into the point-of-sale or back-office system is worthwhile only if staff can show an officer the log on a device within a minute; otherwise paper wins.

Common Mistakes

  • Signing a lease on a unit approved as a shop and discovering change of use to restaurant is refused because the block has no exhaust route.
  • Starting fit-out before SCDF plan approval and having to tear out a ceiling.
  • Letting staff cook before their food safety certificate and SFA registration are done; it is an offence for both the handler and the licensee.
  • Placing tables on the five-foot way without outdoor refreshment area approval.
  • Advertising as halal before MUIS certification, or keeping a bottle of cooking wine in a halal kitchen.
  • Using a personal streaming account as background music and receiving a collecting society notice.
  • Registering the liquor licence in a founder's name and the food shop licence in the company's, then failing a renewal for mismatch.
